This position plays a key role in supporting Xilinx’s people strategy and serving as a strategic partner to the global HR team. As the Immigration and Global Mobility Program Manager, you will be responsible for executing these programs while improving and refining our processes to ensure an efficient, cost-effective program.
Responsibilities include but not limited to:
Co-manage the Global Immigration Program including all visa types, I-9/E-Verify management, audits, invoice reconciliation, expense forecasting, vendor management, and coordination with our immigration law firm. Co-manage the Global Mobility Program including administration, cost analyses, and reporting. Oversee the corporate relocation services vendor relationship and platform.
Coordinate processing and timelines for non-immigrant (e.g., H1-B, L-1, TN) and immigrant visa sponsorship (all stages of the PERM process, I-140 and I-485 filings) as well as J-1 and F-1 applications
Follow all procedures and document appropriately including maintaining files such as Public Access Files and PERM audit files
Facilitate and coordinate conversations with external counsel, assist managers and employees with day-to-day questions, and ensure overall compliance on all immigration matters and programs
Work cross functionally with other teams including HR Business Partners, HRIS, Total Rewards and Talent Acquisition to assist new hires and employees
Collaborate with management and HR colleagues to develop, execute and communicate immigration filing strategies for individual cases
Ensure foreign nationals are well informed regarding all stages of their immigrant status including documentation, strategy, and case progression
Provide timely responses to immigration policy and program questions for candidates, employees and managers via the HR Case Management system
Compile data and documents in response to OFCCP audits, EEO-1, and Vets 100
Maintain and update Immigration and I-9/E-Verify policies as well as ancillary materials
Manage risk through the implementation of best practices, reporting, and proactive escalation as needed
Monitor legal counsel processing to ensure service level agreements are met
Facilitate immigration training for managers and HR colleagues
Utilize appropriate systems and tools, internally and externally, to ensure compliance
Manage and execute our I-9 and E-Verify Program including I-9 verifications, E-Verify submissions, and follow through on tentative non-confirmations
Deliver the highest level of customer service and accessibility to the managers and employees
You will work closely with the HR leadership team to determine and define the needs and strategy to best meet the objectives of these programs.
You will anticipate the needs of your stakeholders, and work tirelessly to create transparent, and clear plans that align to our company culture and values.
Qualifications:
5+ years direct experience with 3+ years immigration experience
Bachelor’s degree (BA/BS) or equivalent
Demonstrated expertise in immigrant and non-immigrant visa processing
Working knowledge of I-9/E-Verify regulations
Current understanding of immigration and DOL regulations, Executive Orders as well as DOL, DOS and USCIS processing
Solid knowledge of local, state and U.S. federal laws governing recruiting and employment
Vendor management experience and understanding of performance standards
Ability to manage sensitive and confidential situations and data with diplomacy and keen judgment
Proven ability to build relationships across a diverse, global organization, fostering trust and credibility
Excellent written and oral communication skills, specifically the ability to convey complex concepts so they are easily understood
Ability to work independently according to business needs, fulfill objectives timely with little supervision, as well as excellent planning, organizational, and analytical skills
Exceptional interpersonal communication and customer services skills
Demonstrated passion about innovating to drive business results and ability to influence change
Must be creative, resourceful, as well as a strong strategist and project manager
Experience with immigration systems and corporate relocation services systems
Must be proficient with Microsoft Excel, MS Project, and/or Smartsheet as well as a demonstrated aptitude for learning new technologies and applications
